General Rules for the High Impact Personality of Africa Award

ARTICLE 1 : The High Impact Personality of Africa

High Impact Leader Promotion (HILP) has established a rational process of identification and valorisation in all African countries, namely the distinction of personalities with strong impact on continental development. This award is called “High Impact Personality of Africa”.

ARTICLE 2 : Continental specificity

This award is only issued when the continental dimension is confirmed. This is a dimension that, in addition to the national impact, takes into account the influence and significant transformations brought about in other African countries.

Article 3 : The areas concerned

There are 15 areas of evaluation. For each area, a recipient is awarded. These include :

  1. Education
  2. Health
  3. Sustainable development and renewable energies
  4. Culture
  5. Computer and Technology
  6. Sport
  7. Press and social networks
  8. Social and humanitarian action
  9. Banking and insurance
  10. Agriculture
  11. Research and innovation
  12. Industrial processing of local products
  13. Transport
  14. Trade
  15. Real estate and urbanization

Article 4 : Periodicity

The awards will be awarded each year based on achievements in the previous year.

Article 5 : High Impact Personality of Africa

The awards are open to any individual or company who has achieved achievements (creativity, production, activities) with a high impact on development in one of the areas of competition at national level and in at least one other country on the continent.

Article 6 : The moral qualities of personality

Only persons whose moral posture is not tainted by convictions for misappropriation, theft, rape or abuse can be distinguished by the distinction of “High Impact Personality of Africa”.

Article 7 : Applicants

May apply on behalf of the persons, individuals concerned, companies and institutions representing them.

Article 8 : Information provided by candidates

Applicants are required to provide only true information regarding the personal, professional aspects of their lives. They must not lie about their achievements and must be able to confirm them.

Articles 9 : The confidential nature of the information collected.

The information collected will be processed and used only within the institutional framework of the selection process. They shall not be subject to any public exploitation.

Article 10 : The jury

The jury is made up of 15 personalities with different horizons and backgrounds, free from reproach as to their moral probity. They are responsible for the pre-selection of nominees and the selection of winners.

Article 11 : The composition of the jury

The jury is composed of 3 bodies :

  • The chair : consists of a chair assisted by two assessors. They are part of the jury and take part in the deliberation process.
  • The jury body : it is made up of 12 members participating in the deliberation process.
  • The secretariat: it is made up of investigators, researchers and technicians who are responsible for facilitating the jury’s work through the collection of information, the verification of data, the provision of requested information. The secretariat does not deliberate

Article 12 : The Designation Process

The process is intended to be rational and impartial. It consists of 4 phases :

  • The first is an identification phase, which takes place through the submission of applications on the one hand and, on the other, through surveys commissioned by the jury to collect information relating to the 15 domains.
  • The second phase is the pre-selection which aims to identify for each area according to the areas of the 3 personalities potentially eligible for high distinction: High Impact Personality of Africa.
  • The third phase is that of deliberation, which leads to the selection of the winners.
  • Finally, the phase of distinction with the announcement by the jury and the presentation of the trophy to the winner.

Article 13 : Jury decisions

Final decisions are made in plenary session after a deliberation session. The jury’s decisions are irrevocable.

Article 14 : Loss of the quality of “High Impact Personality of Africa”

There is a possibility of revocation of this distinction if the person promoted is found to be responsible for practices detrimental to the educational cause that constitutes one of the pillars of this institution. In addition to the revocation, certain measures necessary for the protection of the image of the distinction, its institutions, partners and laureates will be notified to the person concerned.

Reliability of the procedure

All operations are conducted under the supervision and vigilance of a judicial officer.

Article 16 : Acceptance of policy, conditions and procedures

By submitting a bid, the candidate agrees to comply with all of the regulations and accept all terms of our “High Impact Personality of Africa” designation policy.
